Explained: What is the US Chips Act over which Intel has 'delayed' plans to build $20 billion factory

The share of modern semiconductor manufacturing capacity located in the US is said to have come down from 37% in 1990 to 12% in 2021. This is said to be largely because of big investments and incentives from other countries in chip manufacturing, something that the US government has not.
